Burt Webber, president of Seaquest International Inc., is trying to prove that treasure hunting can be a business like any other commercial venture. His corporation's first investment has taken a big step toward proving just that.In November 1978, Webber discovered the remains of the Spanish galleon "Concepcion." The galleon, laden with gold, silver and other treasures, had sunk in 1641. Over the years, many people had sought the wreck. In 168,7 one man, William Phips, located it and salvaged 34 tons of silver. Now that Webber has located the wreck on a coral reef 85 miles north of the Dominican Republic, he is salvaging millions of dollars of treasure.
